CREA Board Members
Gary Rodney, Chairman
Gary Rodney, Chairman, joined CREA, LLC in October 2016. Prior to joining CREA, Rodney was appointed and served as the President of the New York City Housing Development Corporation (HDC); one of the nation’s most active Housing Finance Agencies and the largest municipal issuer of mortgage revenue bonds for affordable multi-family housing. He was nominated to the HDC presidency by Mayor Bill de Blasio in February 2014, following years of distinguished service in both the public and private sectors. As HDC President, Rodney oversaw an agency that manages approximately $13 billion of assets, including a multifamily portfolio of over 190,000 units and approximately $9.7 billion in mortgage loans. Before his HDC presidency, Rodney served as Executive Vice President for Development at Omni New York LLC, a real estate development company known for focusing on the preservation and development of affordable housing properties. Rodney received his B.A. from the University of Rochester and a Masters of Urban Planning from New York University’s Robert F. Wagner Graduate School of Public Service. He and his wife Joan currently live with their family on Manhattan’s Roosevelt Island in New York City.
Jeffrey A. Whiting, President & Chief Executive Officer
Jeffrey A. Whiting, President and Chief Executive Officer, has been active in the area of affordable housing finance since 1989. In 2001, Whiting formed CREA and has been the chief architect for CREA’s financial and geographic growth, as well as the company culture. Since its beginning, CREA has grown from an employee base of one, to a team of over 75 employees that form one of the top ten syndication companies nationwide. As a frequent speaker at national conferences and the author of numerous op-ed pieces, Whiting is very active in the preservation and improvement of the low income housing tax credit and affordable housing in the United States. Whiting is a native of Fort Wayne, IN, a graduate of Indiana University, and resident of Indianapolis where he lives with his wife of over 25 years and their four children. His volunteer efforts include memberships on the Affordable Housing Tax Credit Coalition (Current Chairman) a Washington DC-based trade association, Urban Land Institute Affordable/Workforce Housing Council (2014), the Indiana Affordable Housing Council (Founding Member), and the Coalition for Homelessness and Prevention (Board Member 2015).
Brian McDonnell, Executive Vice President & Chief Operating Officer
Brian McDonnell, Executive Vice President and Chief Operating Officer, has been active in the area of affordable housing since 1997, and has been involved in architecture since 1994. McDonnell is responsible for the oversight of the Asset Management, Underwriting, Fund Management, Risk Management, Administrative Services and IT groups within the company and has an integral role with investor relations. In addition, he is a member of the Placement Committee and is the Vice Chair of the Capital Committee. Prior to joining CREA in 2004, he gained experience in all aspects of affordable housing development through work at regionally and nationally-based affordable housing development companies. McDonnell is a licensed architect and holds his master’s degrees from the University of Michigan in both architecture and engineering, and a Master of Business Administration from Indiana University.
Roger Shank, CPA, Executive Vice President & Chief Financial Officer
Roger Shank, CPA, Executive Vice President and Chief Financial Officer, joined CREA in February 2011. Before joining CREA, Shank spent 10 years as Senior Vice President and Controller for City Financial Corporation/City Securities Corporation, served as the CFO for a boutique estate planning firm, and was the Controller for a nationally recognized estate planning firm. With over 20 years of financial industry accounting and operational experience, he is now responsible for all operational accounting matters related to CREA. Shank holds a Bachelor of Arts degree in accounting from Huntington University and is a licensed Certified Public Accountant in the state of Indiana.
Tony Bertoldi, Executive Vice President, Syndication & Investor Relations
Tony Bertoldi, Executive Vice President – Syndication & Investor Relations, has been active in the area of affordable housing finance since 1999. In 2009, he joined CREA and opened the Boston office. Bertoldi is responsible for syndication of all tax credit funds and investor relations activities for CREA. Previously, he was a managing director of the Investor Relations Group of a major tax credit syndicator in the affordable housing industry. Prior to that, he was a vice president with a large publicly-held REIT. Bertoldi also has 10 years of real estate and finance consulting experience with large, nationally-recognized accounting firms. He holds a Bachelor of Arts in Economics and Real Estate from the University of Connecticut and a MBA in Finance from Boston University. He also earned the MAI designation earlier in his career and is a frequent speaker at industry events and conferences addressing the state of the equity market, deal terms and investment fund structures. Lastly, in July 2015, Bertoldi joined the Board of Directors of Victory Programs, a Boston-based nonprofit organization.
Charles G. Anderson, Executive Vice President, Director of Acquisitions
Charles G. Anderson, Executive Vice President – Acquisitions has been active in the area of affordable housing for over 16 years. Anderson joined CREA in January 2007 and is responsible for coordinating the efforts of the acquisitions team with the production goals of CREA and its investors. Since joining CREA, Anderson has been directly involved in identifying, structuring and closing more than $750MM of LIHTC equity in more than 125 transactions nationally. Anderson first got his start as a financial analyst with a national LIHTC equity provider underwriting and structuring affordable housing investments in April of 2000. Today, he also serves on the Board of Directors for the National Housing & Rehabilitation Association.
Bradley Bullock, Senior Vice President – Acquisitions
Bradley Bullock, Senior Vice President joined CREA in April, 2011. Bradley has over 25 years of experience in the affordable housing industry most recently as the head of advisory services for a real estate management, development and investment firm headquartered in the Pacific Northwest. Previous to that he was the head of asset resolutions for a Financial Group, which owned 1,000 affordable properties representing a $3 billion equity investment. In 1998 he and his partners sold the Arcand Company, a national low income housing tax credit syndicator to a large nationally known bank. He assumed responsibilities for the bank’s national affordable acquisitions platform which generated over $1,000,000,000 of equity and debt origination in 2006. He graduated from Oregon State University with honors in 1981 and also served as the student body treasurer in 1980.
Michael M. Murray, Senior Vice President – Acquisitions
Michael M. Murray, Senior Vice President has been active in affordable housing since 1993. Michael joined CREA in January 2010 and is responsible for identifying, structuring and closing LIHTC partnerships on a national basis. Prior to joining CREA, Michael was a managing director of acquisitions for a major syndicator for twelve years and was a partner in its predecessor firm. Prior to that, he was a senior vice president at a major syndication firm and a vice president at a national syndication firm. Michael has directly originated, structured and closed over $1.1 billion of tax credit equity in over 19,000 apartment units valued in excess of $2.4 billion and has served on the board of directors for the New York State association for affordable housing (NYSAFAH) for the past 10 years. Michael holds a master of architecture degree from Harvard University and a bachelor of science from the University of Maryland and served in the U.S. Army as an Airborne Pathfinder.
Mike Boyle, Vice President – Acquisitions
Mike Boyle, Vice President, is responsible for identifying, structuring, negotiating, and closing Low Income Housing Tax Credit Investment Opportunities with a focus on the Southeast region of the United States. Mike has been active in affordable housing finance since 2004; most recently serving as VP with a real estate financial services company and focused on originating affordable debt and equity finance opportunities throughout the Southeast. Prior to that, Mike worked for a nationally recognized tax credit syndicator and led the origination of investment opportunities throughout the East Coast. He received an MBA from the University of Notre Dame, a Bachelors in Finance from the University of South Florida and served in the U.S. Army.
Neala Martin, Vice President – Acquisitions
Neala Martin, Vice President, joined CREA in October 2016. Martin has been active in the affordable housing industry for a total of eight years, and is responsible for sourcing, structuring and closing LIHTC opportunities in the Northeast region of the United States. Most recently, Martin served as Vice President of Originations for a national syndicator where she directly originated $230 million of equity, resulting in the creation of 2,300 apartment units. Martin currently serves on the NYSAFAH 2G Advisory Committee and the Board for the Women in Housing and Finance New York Chapter. She received a Bachelor of Science degree in Finance from Lehigh University.
Richard Shea, Senior Vice President – Acquisitions
Richard Shea, Senior Vice President, joined CREA in August of 2015. Richard has more than 25 years of experience in the Affordable Housing industry; most recently as Senior Vice President and Market Manager for US Bank. In his role with US Bank, he was responsible for managing the origination, underwriting and portfolio management teams for the Bank’s Community Lending Division in the Southern California region, overseeing both the Los Angeles and San Diego offices. Prior to joining US Bank, Mr. Shea spent 13 years as the lead originator for PNC’s affordable housing financing products in California, including bank debt, bond debt, syndicated and proprietary tax credit investments as well as direct purchase tax credit investments. Richard holds both a Bachelor of Science degree and an MBA in Finance from San Diego State University as well as a California Real Estate License.
Rachel Thomas, Vice President – Acquisitions
Rachel Thomas, Vice President, joined CREA in September of 2012. Rachel has been active in the affordable housing industry for over 10 years, beginning her career as an accountant for one of the “Big 4”, specializing in LIHTC transactions. Since her transition to CREA, she has been responsible for evaluating, structuring, and closing affordable housing investments throughout the United States with a focus on Texas and the surrounding states. Rachel is a Certified Public Accountant and a summa cum laude graduate of The University of Central Florida.
Jason Racine, Vice President – Acquisitions
Jason Racine, Vice President, joined CREA in November of 2014. Jason has been active in affordable housing since 2007. Prior to joining CREA, Jason worked for an Illinois affordable housing developer, which developed and constructed a portfolio of 25 properties representing over 1,300 units. Jason has been involved in closing over 45 LIHTC transactions totaling over $250 million in equity investment. He holds a J.D. and MBA from Northern Illinois University and a Bachelor of Business Administration degree in Accounting from Benedictine University. Jason is a licensed attorney and CPA in Illinois.
Scott Hubbard, CPA, Senior Vice President – Risk Management
Scott Hubbard, CPA, Senior Vice President – Risk Management, joined CREA in May 2012. Scott has worked in affordable housing and real estate finance since 1990, and has significant experience in the areas of real estate syndication, real estate and partnership taxation, the low-income housing tax credit, and the historic rehabilitation tax credit. Prior to joining CREA, Scott was Vice President, Funds Management for Capmark Affordable Equity, Inc., and Executive Vice President and Chief Financial Officer for PNC MultiFamily. Capital. Scott holds a Bachelor of Science in Accounting from Eastern Washington University and is a licensed Certified Public Accountant in the state of Oregon.
Kelli N. Ozdemir, Senior Vice President – Fund Management
Kelli N. Ozdemir, Senior Vice President joined CREA in August 2006. Kelli is involved with all aspects of upper tier fund management for the Section 42 LIHTC portfolio. Her role involves overseeing the fund management team by supervising and assisting in higher level tasks. She is very involved with the growth of the Fund Management Group within CREA and establishing ongoing policies and procedures. Prior to joining CREA, she worked for a public accounting firm specializing in affordable housing, working specifically with partnership taxation. Kelli holds a Bachelor of Science degree in accounting from Butler University.
Wayne Nelis, Senior Vice President – Asset Management
Wayne Nelis, Senior Vice President, joined City Real Estate Advisors, Inc. (CREA) in March 2007 as senior vice president and is directly responsible for all Asset Management functions pertaining to the administration of CREA’s lower tier portfolio. Prior to joining CREA, Nelis spent four years managing all activities pertaining to the origination and asset management of a large insurance company’s $2.1 billion commercial real estate portfolio and nine years with another major insurance company, responsible for the asset management of their $6 billion real estate investments. Wayne has worked in the real estate field for over 41 years. Wayne received a Bachelor of Science degree in accounting from Marian University and an MBA from the University of Indianapolis.
Mark Burton, Senior Vice President – Credit & Underwriting
Mark Burton, Senior Vice President, joined City Real Estate Advisors, Inc. (CREA) in January 2008 and is responsible for underwriting real estate investments. Prior to joining CREA, Burton originated commercial real estate loans for a large capital company and was formerly a CPA with a major national accounting firm. He has originated in excess of $1 billion in commercial mortgage loans and has over 20 years of commercial real estate finance experience. Burton holds a Bachelor of Science degree in accounting and an MBA in real estate finance from Indiana University.
